The so-called Start of Construction Notice (in Italian CILA - Comunicazione di inizio lavori asseverata) is a document that regulates building procedures. The CILA is a communication signed by a qualified technician that is registered at the municipality to communicate the start of works such as follows:
extraordinary maintenance, without any involvement in the structural components and without any increase in volume, useful surface area or building units;
doors opening or internal walls changes without any increase in the number of building units.
